I don't know who invented "scrubs" as uniform attire but I am awfully glad that they did. White scrubs were first worn only by surgical nurses and doctors and other surgical personnel because white represented cleanliness. They did find, however, that with all the bright lights in the operating rooms and everyone dressed in white it led to eye strain for the surgeons and their staff. In the 1950's, this led to replacing the white scrubs with various shades of green. They found that the green colors provided a high-contrast environment and reduced eye fatigue.
Today you can buy scrubs in almost any color that you like and they are worn by almost everyone in the health care field. Even if you don't have a uniform shop in your area, you can find scrubs for sale online. What could be more convenient?
